• The proportion of elderly population aged 65 or above will increase from 15%, or 1.07 million, in 2014 to 36%, or 2.58 million, in 2064. At the same time, Hong Kong’s labour force will decrease continuously from 3.6 million in 2014 to 3.11 million in 2064.
  • In view of the ageing population and shrinking labour force in Hong Kong, Hong Kong needs to attract and retain talent, professionals and entrepreneurs from outside Hong Kong to support the city’s economic development.
  • The pilot Admission Scheme for the Second Generation of Chinese Hong Kong Permanent Residents (ASSG) was implemented in May 2015.
  • Objective of the ASSG is to attract the second generation of Chinese Hong Kong permanent residents who have emigrated overseas to return to Hong Kong.
  • There is no quota under this scheme and applicants are not required to have secured an offer of employment before entry.
